A Border Clearance Services Company
A border clearance services company is permanently stationed at Manzhouli, familiar with China–Russia border rules and port procedures, maintaining routine communication with border authorities. Kaguo holds a strategic partnership with it, providing on-site clearance support for the road and rail lines.
Background
Border clearance is the most accident-prone link in cross-border transport: mismatched documents, inspection queues and policy changes all cause holds. A single hold costs 2-3 days, sometimes a week, directly hitting speed commitments. Kaguo needed a clearance team that knows the rules, works on-site and responds fast.
What we do
The company provides Kaguo with "on-site + pre-review" service: document pre-review within 24 hours of warehouse receipt; on-site staff handle declaration, inspection and release; policy changes or inspection anomalies get an immediate solution. Clearance progress on road and rail routes is synced to Kaguo's operations team daily.
Results
Since the cooperation began, average clearance time at Manzhouli stays at 2-3 days, below the industry average of 4-5; the document-related hold rate dropped from 3% to below 0.5%; during peak-season congestion, staggered declarations and advance booking cut Kaguo's queue time roughly in half versus the market average.
Working mechanism
Both sides share a weekly border policy brief; major policy changes trigger a phone call within four hours. A dedicated Kaguo counter operates at the border, cargo status is visible in real time and every anomaly handling is fully documented.
