Border Notice: Updated Documentation for Manzhouli Route
2026-06
Following a notice from the border authorities, documentation requirements for cargo leaving China via Manzhouli have been updated. To keep customs clearance smooth, clients shipping to Russia are advised to verify their declaration details before dispatch; the Kaguo team will assist with compliant filing.
What changed
Three points: first, commodity declarations must now follow a new format covering product name, material and purpose; second, consignor and consignee details must match the customs declaration exactly to avoid rejection; third, certain categories require certificates of origin or additional certifications — ask your manager for the full list. The update concerns declaration rules only and does not change current tariffs or regulatory policy.
Impact on delivery time
Shipments declared correctly pass through customs without delay; the road 15-20 day and rail 20-25 day transit times remain unchanged. Cargo with incomplete declarations may be held at the border for correction; such hold time is not counted in the agreed transit time, so please confirm your documents before dispatch.
How Kaguo helps
Kaguo provides every client with a declaration checklist template and filling instructions, and completes a pre-review within 24 hours of warehouse receipt. Any missing item or question is raised with the client immediately — we aim to resolve issues before the border, not at it.
